Decentralized publishing
Departments and programs create sites and documents with different tools, skills, and approval paths.
Public higher education: institutions that are part of a state or local government with a population of 50,000+ generally have until April 26, 2027.
Check how population is determined →ADA Title II · Public colleges & universities
AX4E helps public higher education systems bring websites, mobile apps, course content, documents, platforms, and vendors into one practical WCAG 2.1 AA readiness program.
Start with a focused working session for accessibility, IT, communications, academic technology, and procurement leaders.
The higher education reality
Campus accessibility is distributed across central systems, colleges, departments, faculty, libraries, athletics, student services, and outside vendors. A homepage scan cannot manage that ecosystem.
Departments and programs create sites and documents with different tools, skills, and approval paths.
LMS courses, lecture media, digital textbooks, assignments, and faculty-created files change every term.
Admissions, financial aid, registration, housing, advising, employment, and emergency information must work for everyone.
Licensed platforms and embedded tools remain part of the institution's public digital experience.
The 50,000 threshold
For a public university that is part of a state, DOJ guidance uses the population of that state - not the number of students. A state university with 40,000 students may use a state population of 6 million and fall in the 2027 group.
Verify with official DOJ guidance →Enrollment alone does not determine the rule's population.
The Census population of the state or local government the institution is part of.
Independent entities and unusual governance structures should confirm their calculation with counsel or the ADA Information Line.
Bring the right owners together
Each team needs a defined part of the plan, shared standards, and a way to escalate barriers it cannot fix alone.
Governance, risk, funding, policy, progress reporting, and documented decisions.
Platforms, templates, components, testing, remediation, monitoring, and release gates.
LMS standards, course templates, faculty support, instructional media, and assessment tools.
Public sites, campaigns, PDFs, video, social content, and publishing quality control.
Accessibility requirements, vendor evidence, testing rights, remediation terms, and renewal decisions.
Lived experience, feedback, accommodation patterns, user testing, and impact prioritization.
The AX4E readiness sprint
Begin with representative systems and high-impact journeys, then build a repeatable operating model for the wider campus.
Confirm scope, decision-makers, ownership, deadline assumptions, and priority services.
Map properties, documents, apps, vendors, and representative user journeys.
